Question about model on model cover

So maybe a stupid question me and my friend tought of during our game. Since models can grant cover if they are within 1” of eacother, could i put up a line of models all being 1” from eachother and with a concealment order. Would they all be untargetable since they are technically in cover? Or did I miss something?
