develop.kde.org vs techbase.kde.org

Is techbase.kde.org 'deprecated' in favour of develop.kde.org? It seems that a lot of the information on techbase is quite dated and quite a lot of the links are now dead. There also doesn't appear to be any link from kde.org to techbase.kde.org.

Is develop.kde.org the preferred website now?

Is any work being done to move over resources from techbase to develop? (techbase has a lot more tutorials and documentation for those new to the ecosystem)

How would one go about getting in contact with someone to help with the above efforts?
