Kai'sas Q should lock on to targets with plasma on them

Would be a nice QoL change for helping her with her assassinations of sorts. After playing her a bit on pbe this was one of my biggest gripes besides the fact that she doesnt feel good as an adc. When you go for a assasination or all in alot of the missles just randomly target minions for no reason at all. If a champion is marked with plasma imo it should prioritize them first please Rito.
