Retired K9 police dog is very unpredictable and aggressive

Today I was over at a friends house for the first time and they owned a retired K9 police dog (father is a cop). I had no knowledge of this prior to entering the house and they decided to withhold that information until I was already rubbing the dogs belly. All seemed fine and dandy the entire time I was there until my friend wanted the dog to stop hounding me for belly rubs and went to put it away in the garage. This is when disaster struck. Without warning the dog goes in full on attack mode and bites my friend’s forearms, legs, and feet repeatedly. But as quickly as the dog attacked it had stopped and I got a treat and lured it into the garage before helping my friend. Is this normal behavior for retired police dogs? What course of action should my friend take with the dog? BTW my friend is still attached to the dog even after the attack.
