Has Seesaw disabled sending messages/announcements to parents?

We did class newsletters as announcements last year, but it appears that if I'm logged in as a parent, all I can see is my test student's journal. As a parent, I have an inbox, but on the teacher side, there's not a spot where I can create new messages to parents.
