what should I do

When I try to change the graphics to any setting and even tried costum settings the graphics Don't really improve much even thought my computer can handle it. When I change the all of the setting to low it only gives 10 extra FPS even then the FPS fluctuates between 27 to 40. My spec is Ryzen 5 3400g gtx 1660 super and 32 GB of ram
