LT155 Fuel Pump Issue

I've been working to get an old LT155 running for an elderly friend and hope I've hit my last issue. After replacing the entire fuel delivery system from gas tank to carburetor, the mechanical fuel pump isn't picking up gas unless I work it by hand. The engine will run though by using starting fluid through the carb.

The metal arm of the pump goes into the block and is actuated by what looks like a cam - the old pump arm had some wear but nothing extraordinary. It acts like the new arm isn't being actuated when bolted on. Short of getting into the motor where the cam is to see if it's working, anyone have any thoughts? I'm open!
