Is it normal for my current employer to ask for their competitors offer letter before making a counter offer?

Pretty much the title.
I was head hunted, offered a ~50% increase in salary, accepted the job and gave my notice.
My current employer is not please answer I’ve had discussion now with 5 separate leaders of the organization trying to get me to stay.
They counter offered and said the only way they can start the official process is if I 1. Agree officially to the offer and 2. Supply the counter offer.
Is this normal???
