Retain by increasing compensation or rehire?

I have an employee who has resigned but willing to stay if I match what the perspective employer is offering. But that means she starts earning more than some of her colleagues who do more in both quantity and quality and have more experience. I understand there are rehire and trainings costs for a new hire but I am already hiring for same position as I am expanding my team so that's covered to some extent.
