I gave my two weeks notice, yesterday the manager offered me unspecified hourly amount to stay, I turned it down. New job isn't happening anymore so how do I ask if the offer for a raise is still good?

Working at a grocery store deli that is severely understaffed. They want me to stay and I know I'll be able to continue working there. I only gave notice a few days ago. The new job(another grocery store, different position for $2 more) is no longer going to work out but I'd like to keep the upper hand and say I'll stay if the raise is still an option. Three managers have said they will do what it takes to keep me. I'd love some advice on how to approach the store manager who offered the raise and how I can ask him to match the other store.
