Re-applying for a job I turned down earlier

I'm thinking of re-applying for a job that I turned down a few months ago. I turned down the position in favor of a different one elsewhere. Now that I've worked at the other company for a few months though, I realize that I don't really enjoy it and feel I'm under-utilized.

Should I email the people who interviewed me and notify them of my interest in working for them? Should I also mention why I'm re-applying so soon after turning down the job offer the first time around? I'm not sure what the appropriate thing to say is in this situation. Advice would be appreciated.
