Having a frustrating time applying to jobs with titles that imply a certain pay range.

The last two job interviews I have had were for the job titles, "Territory Manager" and "Regional Manager". Both were somewhat sales focused. Both jobs offered way less than what I thought they pay ranges would be. The TM offered 35k and the RM offered 45k. In my experience, both jobs should pay at least double that. Are companies starting to use these titles to get more applicants? I put a lot of work into preparing for these interviews only to find them a complete waste of time. Any advice on how to avoid these positions?

Edit: the TM job offered commissions around 30k to performing reps. The RM offered none.
