Should I start over or keep going?

TL;DR I've worked in Security/Law for 6 years and I thought I had a really good chance at moving up into a Special Constable Position in my town (Civillian Police focused on Mental Health) An Ad was posted for 2 positions and I applied. But never even made it to the interview stages. Do I keep trying (and waiting) or do I start over looking for a new career.

I've worked in Security at various locations such as Factories, Hospitals, and actively a Homeless Shelter , I've dealt with basically every scenario you can think of from Assaults, to Overdoses, given CPR and Narcan, de escalated individuals and dealt with a multitude of Mental Illnesses. I even worked as a Shelter Support Staff member at the same time as being a Security Guard at the Shelter (the only person who has ever done that here) because I was that well liked by the Homeless, the Volunteers, the other Guards and the Staff/Management. I have also worked in By-Law for almost 2 years for the City enforcing Parking By-Laws, but gained good experience with Radio Communication with Dispatch and public enforcement and compliance. I've taken multiple online courses for Addiction Care, Mental Health and Crisis Management aswell as I have been certified in Use of Force.

I have known the Special Constables for years now and know atleast half of the local police force and used 3 of them as personal references on my application to become a Special Constable. I have a really well put together resume and Cover Letter with a Recommendation from the Executive Director at the Shelter who is on the board of directors alongside the Chief of Police in this town. I don't have any criminal record issues or anything above a Parking Ticket on my record.

This past Friday I applied to 2 available positions in the Special Constable team. The application date has closed and someone I know has been contacted for an interview over a week ago and I am now starting to believe I won't receive that Call.

I don't know what more I can do that is within my power to make myself stand out more for this application. I unfortunately cannot afford to go to school to get any degrees (which is not required but is favorable for the position)

I'm now stuck realizing I may have to wait years before another position becomes available and I still may not even get an interview.

So at 31 years old. Do I try to find something new? Or do I stay my course and continue to wait, continuing my work at this Homeless Shelter for a Paycheck that just barely meets my needs.

I really thought I would have atleast gotten an interview. I'm quite discouraged and this just isn't what I was expecting.
