Manager May Have Held Back Training Opportunity.

So I was on a call and they were congratulating people for completing trainings and with these trainings can get better positions in the future. Now I have asked my boss about similar trainings and my coworker asked about state mandated trainings if we wanted to move into other positions and the answer was no, despite other people from other teams brining it up. I thought it was just a one off, until I heard it on this team call. When I asked what that training was on a team call, my manager said we can discuss it later. I had also sent a genuinely curious email to the department lead before this. After I look into this should I try to get answers from HR? If it is for a certain segment of employees ok, but other people in our same position have gotten this but no one on our team has been able to. It is just odd to me.
