Background check without verbal offer (healthcare) fresher job

My background check has started almost 3 weeks after final interview (that went well). I feel everything is so slow. I have a feeling everything is so slow here. Week 1 had interview and next day asked for ref Week 2 asked for 1 more higher level ref Week 3 one ref contacted (could not respond and left VM and never heard after 4-5 days including weekend)

Is this normal? I have very very high hopes from this job. But idk why the manager consented gor bc and ref check before verbal offer itself. What is your experience?
