Why is everyone (who doesn't play Jayce) still pushing for more Jayce nerfs?

His win rate (and play rate) are abysmal in almost every elo in NA ( except for masters ) but people still complain about how Jayce is broken. Even in pro play, NA has given it up as a Must pick or Ban. So, does Jayce really need nerfs? Because right now he feels eh to me, heck even a little weak in the early game, where he is supposed to excel. Still no Vlad nerfs tho :(
