Ortho reccomended lower jaw surgery & extractions/braces for upper jaw, thoughts?

I have severe difficulty breathing through my nose and recently got a sleep apnea diagnosis too which my ortho said the lower jaw surgery would fix but not sure if upper jaw surgery is needed as well bc he said it's not necessary in my case
