HELP! -- 100% noob question

Hi!
before saying anything, I'm a microbiologist and I have no experience in Java. I'd like to ask help about running a jnlp file to run an open source program (system info below). Here's the source: https://retentionprediction.org/hplc/retentionpredictor.php

When I run it (with Java(TM) web launcher), it gives the following error: "Unable to launch the application.". By clicking Details, it gives this error "Unable to load resource: http://jogamp.org/deployment/v2.2.4/jogl-all-awt.jnlp".
Am I doing anything wrong? Can the problem be related to the application itself or is there something wrong with Windows? Like security checks and stuff? I really don't know where to start.
