[HELP] Can’t get into settings > general > software update

Long story short, had a tweak to disable OTAs (can’t remember which) and before updating from 12.0.1 (chimera) I used SnapBack to restore root-fs then updated to 13.1.3 for upcoming checkra1n/unc0ver. All seemed well but now when I try to go into the software update pane, settings freezes until an eventual app crash. I want to go in to disable automatic updates to have alongside the tvOS 12 profile. Is there a way to restore the settings app itself without a full iOS restore?
