Details about device: iPhone SE iOS 9.3.3 Jailbroken

The problem: Whenever I try and make an in app purchase, I either get a "can not connect to iTunes" or just nothing happens after logging into iTunes.

What I've tried so far: I have removed my billing info and it never asks for me to update that in iTunes. The pop up just disappears after I confirm my password and sends an error to the app. I have also tried rebooting so I'm un-jailbroken and it still acts the same.

List of tweaks: This is sorted by date installed. This all started happening I'd guess above iCleaner Pro.
