[Question] Is it possible anymore to send a Flash SMS (also known as a Class 0 SMS)?

I know there used to be a tweak and also a few App Store apps that you used to be able to do it with but none of them seem to work anymore. Anyone still know a way of sending a Flash SMS (tweak or any other way)?
For anyone wondering what a Flash SMS is. It is an SMS that doesn't show up as a usual SMS. It shows up on the screen like this: http://imgur.com/948JWya once the recipient has received it there's no log or no record of it been on the receivers iPhone when they press the 'Dismiss' button.
