What exactly will happen if i try to restore my iPad?

I've got an iPad 4 with a 6.1 jailbreak. I want to know if it's safe to restore it from a backup via itunes and re-jailbreak it. If I do this, will I have my apps still installed (I've never restored before).
The reason I need to know is because while following this tutorial i accidentally deleted the weather.app system application without saving the files first and now whenever I pull down the notification center or ask siri about the weather I go into safe mode; I'm trying to fix that.
