Are we being watched?

My company built a whole bunch of conference rooms and each one has a cool set up where they have a giant TV and a camera to attend meetings remotely… my question is what are the chances the cameras are always recording regardless of if the light is on?
Usually the light turns on and the camera rotates toward the table when we’re using the camera but sometimes the camera doesn’t rotate back after use and today I used one that hadn’t rotated back and the camera was on and the light wasn’t so that got me thinking.

Hi just wanted to add, the conference rooms have a huge table that seats 12 and the camera/TV are more of an accessory in case of meetings. Not used very often in my office. We use zoom if that matters.
