Searching for mail in Exchange Admin

Looking for the best way to use exchange admin to automate searching for messages go and from certain users, ideally with keywords. Any suggestions for users who are active. In place E discovery suggests putting the AD accounts on hold which I can’t do.
Any suggestions ?
