Best neightborhood to stay in for getting around via public transportation?

Hello,

I am currently planning a trip to your wonderful city, and am looking for advice on where to stay. I am a public transit afficionado and plan to take it to get around as much as possible. I'm also the kind of tourist who mostly goes to historic sites. Is Beyoglu fine for this? I am fine with a rougher neighborhood, I live in a fairly dangerous city in the US and I've seen it all

And as a second question, and I apologize for bringing up such a painful topic - what has the lira's inflation done to local prices? I last visited Istanbul about a decade ago, when it was about 3 lira to a dollar, and I remember buying Pide on the street for about 3 lira, a liter of water costing about the same, and a beer costing maybe 6-8 lira. What are the going rates for these now? I was shocked by how affordable accommodations were, and am wondering how that has affected other items
