Ridiculous law regarding minors

Few months ago I moved into one of the new building complexes in Dublin. I'm not Irish, but I've rented in Dublin before, and faced no major antisocial behaviour problems so far. This new place looks great, but the local teenagers are constantly doing shit including throwing stones and setting things on fire. I genuinely fear for my safety, and as someone who was assaulted in the past, it's starting to impact my mental health.

As I'm not the only one concerned, we were offered a meeting with Garda to ask questions and what not. He was straight with us, and genuinely seemed to care about what we had to say. Now, I know he is not the one making laws, but I asked what financial or legal consequences parents of the minor are facing, when their child is caught vandalizing property. The answer? None. I repeat, parents of the minor face ZERO consequences if their child is breaking the law. The child can be facing some correcting actions, and parents are spoken to, but they face no fines, no nothing. How is that a thing??? I'm absolutely livid.
