Help: Download speed drops to about 0 after about 15 sec

I tried to download files from nibl. My download speed starts at about 1 mb/s then drops in about 15 sec to 0 and aborts my download.

What I tried:

restart PC

close anti virus programm

disable windows firewall

download from different bots

use different clients (tried with mIRC)

But none of the things above solved my issue. I am using HexChat v2.14.2 (acoording to the updater the newest version)

--- Edit 2: Ups, I forgot to mention, that the download works fine on my laptop. It is connected to the same internet connection.
