Why isn't the music market more like the app market?

I posted this in another thread, but I feel like it merits more discussion.

Why isn't the music industry more like the app market? You can get absolutely stellar apps that have had hours of development time put into them often for no more than £2.99 or so. The way that it's gone is really fantastic for the consumer, and I think Apple should be commended for it.

Currently, one music track is £0.99 on iTunes and a low cost app is £0.69. I resent paying more for a few minutes of audio than I do for a full game. It's stupid.

Will this ever happen, or do the RIAA and labels have too much of a grip on the industry?
