Bug with Notifications? (iPhone SE, iOS 10.0.2)

Has anyone else had this bug? It seems to happen whenever I get a fair amount of notifications, possibly from a single app. One notification will be stuck at the bottom of the screen: opening Notification Center to clear it will temporarily remove it, but once I get more notifications, the same one is at the bottom again. Opening the app has the same result, both from the lock screen/notifications and from the home screen.

Could it be an issue with the app itself, or is this an OS thing? Any tips on how to get rid of it?
