Apps Aren't Installing On Second-Hand IPad 2

I picked up a second-hand iPad 2 for my son.

I've completely wiped the iPad and updated it to iOS 9.3.5.

I've set him up his own iCloud account and added him on my family sharing plan so he can get access to all my apps.

I can see my purchases on the iPad but when I try to install any of them I just get the outline of an app with the word waiting below it.

This also happens when I try and install any app, even ones that I've never downloaded myself on my iPhone.

I've tried rebooting the iPad, switching it off then on again. I've even wiped it and started again. Same issue.

My iPhone is running iOS 10.1 in case that makes any difference?
