Live Transcription on IOS 18 now working?

Trying to get live captions to work, everytime I restart my phone it says downloading but stays at 0%. If I swap to microphone then back it says listening, but neither ever transcribe. I’ve tried being on WiFi or 5G, and no improvement. Note: I’ve also tried changing the language between English(CAN) and English(US) just to see if it helped.
