Apple Family Sharing is Broken

I have tried everything. I can’t click on family sharing. At first it wasn’t there at all (the Apple ID, to family sharing button) but now it’s there and just says “no family sharing available”. I need to share my iCloud storage with a family member. Even through iCloud, I can’t even click it. Like it is physically greyed out and it crashes my phone every time.

I’ve reset my phone, logged in and out, and etc. I’m so frustrated.

I’ve been on the waitlist for an Apple technician for 30 minutes :(
