How can I transfer photos from iPhone to iPhone without using iCloud?

My wife dropped her phone in water. She now has a new phone but wants to transfer pics over to new phone IF her old iPhone comes back on after it’s been in rice for a few days lol
Any ideas how to transfer pics to new phone without iCloud?
