Need help with photos app and backups.

I’ve just turned on backup to iCloud for photos on my account and all the pics on my phone are now in my iPad as well. This is a huge problem for me as the iPad is only for creative work and the phone has all kinds of random memes and photos. How do I keep the backup on both devices but don’t have the pictures appear on both devices? Thanks!
