I bought the same IPAD but it wont transfer over

So my old iPad sixth gen, was great, but sadly, the screen got shattered and it was cheaper for me to just buy the same iPad which I did. I have a lot of important information on my old iPad so I tried to restore from iCloud back up on my new iPad, but for some reason, it will not support iOS 17 even though the same exact iPad (my previous one, also 6th gen) could and did run iOS 17. Is there another way for me to transfer my data or, I’m not bent on updating, but it won’t let me restore from my iCloud. Is there another way for me to transfer my data over? Please Help
