Screen Time not syncing between devices – tried everything I could think of

My screen time is not syncing between devices; specifically, only the screen time on the device I am using shows up. On my iPhone and MacBook, it says “0s” for all other devices, and on my iPad only a message shows up saying that the screen time will show up when I start using the respective device, even though I am constantly using them. When I have a time limit for an app, and I have used it up on one device, I can still use the app on another device.

What is working in sync is the Downtime (and when I change it on one device the change gets applied on all devices) as well as the amount of an app limit (I can still use the app on another device when it’s used up on one, but if I change the limit to, let’s say, 1h, then 1h will be the time limit on the other devices as well.)

Here’s what I have tried: turned off and on the iCloud sync of scree time on all devices, sometimes restarted the device before turning on the sync, turned off the screen time feature and turned it on again, closed the settings app, logged out and in of iCloud on the iPad and iPhone, did hard resets, reset all of the the settings on iPhone & iPad, erased the entire iPhone & iPad. I also have the most current iOS.

Nothing has worked so far. A week ago or so I could suddenly see some of my iPad’s screen time on my iPhone (only a few apps) but it’s gone again.

Has anyone had issues like this? Is there something I can still try? Is there a specific order in which I can try those things again that might make it work?

Devices: iPhone 11, iPad Air 3rd Gen, MacBook Pro (I think 2017, but getting it working for the MacBook isn’t that important for me).

EDIT: I have managed to get (most of) my iPad's screen time showing up on my iPhone again, but I tried the same on my iPad and it's still not working. On my iPhone, I turned off iCloud sync in the screen time settings, then closed the settings tab, and then went into screen time settings again and turned the sync on again. But yeah, did exactly that in that order on my iPad and it still thinks I haven't ever used my iPhone (still, only the message "screen time will show up if you use your iPhone" shows up). The MacBook still doesn't show up on either device.
