What control do I have over notification tones and vibrations?

Hi,
I client has asked if it is possible to use a louder notification tone (maybe a bespoke sound file) and extend or repeat the notification vibrations on both Android and IOS.
I have done some Google but am a little confused as to what is actually possible and don't want to give bad info to them.
Any ideas?
