Moving Money -- How does moving money from stock to stock or to cash impact tax liability?

Say a man was a bit nervous about the market. Say he wanted to pull all of his money out into cash and wait for everything to blow over. What should this man do to avoid paying an exorbitant amount of money in (capital gains?) taxes? Or, how should this man go about learning about tax implications of these sorts of things within the next 21 days?
