Anyone else feel like they don't run the game as well as they should? (PCVR)

Even pre 2.6 I've had some weird performance issues with my game, and it's seeming kinda odd given my specs.

RTX 2070 i5-8600k OCd @4.8ghz 16gb DDR4 @3000mhz NVMe SSD PCVR Valve Index

Everything on medium except shadows low. VRS is set to wide performance. AMD FSR balanced. TAA. Scaling between 100% to 120% depending where I am.

Game runs pretty okay 75% of the time. FPS isn't steady ever though. Random stutters frequently, massive FPS drops in certain areas/when looking at certain places. Factory and Kolkhoz however require me to drop most of my settings down and VRS to balanced performance to not get motion sick from low frames. (Basically, looks like blurred shite...)

I've played through all of this though and it's not too big of a deal, not too bad to deal with, but the real issue is when I turn shadows onto anything but low, it's just not gonna happen. AT ALL. No matter what settings and scaling I'm using. The frame drop is just too much to handle and the stuttering is nauseating.

I can handle shadows in Vanno kinda but nowhere else.

Is this just an optimization issue? I feel like my PC is much better than this, I was just playing RE8 maxxed out with RT enabled at 90fps steady, so I don't wanna think this is to do with my hardware.
