It is Almost Like a Rule: Why Do Companies "Reengineer Themselves Every 2 Years"?

Post Body
Outside my retail jobs, it seems like companies are always changing rules or coming up with some arbitrary idea? But what gets me is that after 2 years or so, it becomes unbearable and I need to leave? At my current job it has been almost 3 years and still not as bad as a call center, but it seems like metrics are strictly enforced. I get companies need to change, but it almost seems like clock work at the operational level.
