So there's been a lot of discussion about what new emotions will come in IO3, but what if it goes the other way?
What if, like Toy Story 3, there's a significant time jump to Riley at 18 or 21 (or maybe mid 20s for all you Nostalgia fans) having gone through puberty and her teenage years and coming to a point where she doesn't need the new emotions anymore?
We know from what we've seen that the adults only have the original 5 present. So there will be a point in Riley's life where the new emotions are not needed in headquarters full-time anymore.
In terms of actual story, maybe something traumatic happens to Riley (close death would work, but might be too dark), or maybe its as simple as her leaving home for college and being on her own for the first time in her life and the emotions that come with that.
Whatever the story, I think headquarters will actually reduce, rather than increase.
