Indoor grow tent for herbs and edible flowers (chef)

I live in a very small apartment in staff accommodation but am looking to start growing some ingredients. The idea of growing my own edible flowers and stuff is really cool but I'm having a hard time finding the proper growing set up I would like.
I'm thinking of buying a grow tent and then making my own 3 or 4 tier shelving with a lamp above each level. My curiosity is if this would work or be effective.
