Why don't Indonesia have tenement style mid-rise apartments?

Pretty much the title. When I looked up about housing abroad and how millenials can afford them, I saw these mid-rise apartments of just 5-10 storeys tall, and sometimes are public housing project of quality or otherwise "mansions" built by private actors. And I have difficulty recognizing anything similar here.

As a background, I'm a end of 20s millenial working in a highly accredited professional occupation and found myself only able to afford a studio apartment at the worst, or by stretching it, a 15 year old 2BR apartment. Don't even mention landed houses where the monthly payment of a 20 year credit is still 60% of my current salary (and this is for rumah in gang-gang, not even able to park a car.)

So to my astonishment, I found out that people outside indonesia have been house-sharing/land sharing in a non-capital intensive way with these mid-rise apartments, and I'd like to discuss the viability of these type of housing in Jakarta, especially the middle parts where the commute is actually manageable, not one of those with 1.5 hour single trips which, honestly, no matter how much salary you got would never be worth it.

So I'm thinking, since there is actually land available in quite "reasonable" price for example in west and east jakarta area, is it possible for these type of housing to be built? and if yes, what kind of permit do you need?. For a use case scenario, there's basically a row of uninhabited abandoned houses in my residential complex due to frequent flooding, and yet I think with minimal arrangement (rising the land, building 1m higher than the latest watermark), these lands can be redeveloped and potentially be affordable to working millenials like me. What kind of things and permit do I need to be able to develop these lands and sell it as apartments/rusun?

For the unintiated here's the wikipedia articles on Tenement and Tong Lau , Tong Lau is basically a ruko with offices or multiple residentials above it, and is practically the hallmark of HK, and I think is very applicable for areas like kebon jeruk and jelambar.
