The effect on immigration if marijuana is removed from FED LIST entirely

US Born Citizen with 2 year old child is married to a Norwegian citizen who was found inadmissible to the US for having 2 marijuana charges from 2013. The refusal came prior to marriage and birth of our son. Still, hardship waiver seems impossible. Not seeking legal advice but is anyone else in a similar situation and does anyone have an idea whether or not the removal of cannabis could make another attempt possible?
