What does an J-1 advisory opinion from the US State Department actually say?

Hello! I'm hoping someone who has gone through this before can help.

I'm planning to submit a request for a no-objection J-1 waiver of (212)(e) due to home government financing. I'm a UK citizen and was employed by a US university for one year and then funded by a European Union grant for two years in the US. The EU grant is the home government financing that I need a waiver for.

However, I was planning to request an advisory opinion first.

The reason for this is that I'd like confirmation that my employment by the US university does not count as US government financing (so that I only need a no objection statement to cover the EU funding).

Given this, I was wondering what an advisory opinion actually says? Will it just say "subject to 212e due to government financing" and not specify whether they mean the EU funding? Or are they more specific?

If it isn't specific, I guess I may as well just apply for the J-1 waiver directly and explain all this in that application?
