IEM as Earplugs? / DAC Needed? / Mic?

These may be dumb questions. Im the market for my first IEMs so I'm not super knowledgeable. I know alot of them have noise cancelation.

1) Will IEMs work similar as earplugs to block out loud noise? I work construction type job and I'm just curious of IEMs will actually protect my ears in the way foam earplugs do?

2) When do I need a DAC? Currently eyeing the crinicle truthear zero.

3) from what I understand they mics in regards to IEMs are built into the cables. If I have IEMs plugged in that don't have a mic will my phone act as a mic? Or is it impossible to make and receive phone calls.
