Can anyone explain salts?

Iām worried about leveling up my salts because the resource cost per cycle goes up and Iām already constantly running out of resources with their current levels. Also, can anyone explain the unlock in the merits tab pertaining to salt? Iām not sure I fully understand how that works either. Thanks
