Give mods the ability to extend commenting on submissions past 30 days.

In my case I have a music collaboration subreddit with projects that will take longer than a month to finish.
I also have a "blackbook" where musicians add their info so they can connect with other redditors. In 2 days subscribers will no longer be able to add their information.
