Yukon without plates

Anybody else been caught by an early 2000's Yukon with a bull bar and no plates? He likes to do 20 in 35 zones and then not let you pass him. Saw him almost run a tundra off the road on woodruff just this morning. Just a heads up, 2000's Yukon/Tahoe, dark grey, chrome bullbar. He's a manchild.

I feel ya some people should just not have their licenses. It literally irks me how unsafe people drive on 17th and Sunnyside as well
