Is the DxOmark noise score quantitative and can manual ISO reduction improve it?

It seems that DxOmark's comparison of the iPhone 16 pro and pixel 9 pro camera's noise performance may not be using common manual exposure settings across models. Given the commoditization of phone sensor components (one OEM in particular makes sensors for lots of phones) I'm wondering how similar these results would be if a manual camera app (like pro camera) was used?
